According to a letter from the Union of Chambers and Commodity Exchanges of Turkey (TOBB), citing a letter from the General Directorate of International Agreements and European Union of the Ministry of Trade of the Republic of Turkey, the European Commission adopted the "Fertilizer Action Plan" on May 19, 2026, to support farmers in the face of rising fertilizer costs and supply shortages, to strengthen domestic production in Europe, and to reduce dependence on imports.

The Action Plan aims to financially support farmers and facilitate access to fertilizers, increase domestic production capacity, promote organic and biological-based sustainable alternatives, support decarbonization in production processes, increase market transparency, and strengthen preparedness capacity against potential supply shocks.

The Action Plan, which includes provisions for providing liquidity support to farmers through Common Agricultural Policy funds, improving food management and advisory services, establishing an EU Fertilizer Value Chain Partnership, evaluating strategic stockpiling and joint procurement methods, and regularly monitoring the impact of cost elements such as SKDM/CBAM on farmers and food prices, is attached to this document.
